Establishment of a Commonwealth Parliamentary Association (CPA) Branch
Introduction
With the advent of the democratic general elections of 1994, South Africa was readmitted as a member of the Commonwealth. The Commonwealth Parliamentary Association approved the application of the South African Parliament and the Provincial Legislatures in 1994.
According to the CPA Constitution each legislature is regarded as a branch. This document intends to motivate for the establishment of a CPA Mpumalanga Branch.
Motivation for the establishment of a Mpumalanga CPA Branch
The Constitution of the CPA recognises each legislature as a branch with a Constitution and the Executive Committee.
In the case of Mpumalanga, the Legislature had been represented by delegates to the CPA Africa Region and CPA International Conference, yet there was branch that has been formally established. That has been an anomaly whereby the Legislature attended and participated at the Conference without branch.
By establishing a branch, the branch delegates will attend the conferences with a mandate and be in a position to participate meaningfully.
The branch Executive will keep Members of the Legislature informed about CPA activities and ensure that their benefit by belonging to this organisation.
Conclusion
It is imperative that in order to impact at the Regional and International level, the Legislature must organise itself and put its house in order.
